As part of the process of moving to Plone 3 we wanted to recreate the tight release management processes that we had employed for the previous version of Plone. This meant strictly no modification of settings or configuration via the web or other means that was not written and version managed as code / script files. The migration tool provides the capability to lock down the release process in this manner.
